Clean Water Act
 
EnviroGroup has prepared Spill Prevention, Control and Countermeasures (SPCC) Plans for over 100 facilities in five states. We have helped clients obtain NPDES permits and optimize pretreatment systems to meet categorical discharge standards. We always look first to general permits to minimize client burdens.
 
EnviroGroup has developed Storm Water Pollution Prevention Plans (SWPPPs) for over 20 facilities in nine states including metals refineries, ceramics plants, and other industrial facilities. We help clients respond to agency questions concerning elevated storm water sample results and, when necessary, improve storm water management procedures, infrastructure, and treatment systems.

Clean Air Act
 
EnviroGroup provides complete Clean Air Act permitting and compliance services. We know our way around mining and industrial facilities — in fact, our team of permitting specialists includes the former plant manager of a metals processing facility, who has extensive firsthand CAA permitting and compliance experience. Other members of our team can provide realistic emissions estimates and dispersion modeling to resolve the most complex permitting issues.
 
We have also developed practical programs under the Accidental Release Prevention Program and Risk Management Planning regulations, working with plant officials to use existing procedures and minimize the need for new requirements.

RCRA
 
EnviroGroup provides comprehensive RCRA permitting, reporting, and compliance advisory services for industrial and natural resource facilities across the country. We have extensive experience helping environmental managers deal with generator, waste management issues, recycling, and land disposal restrictions, and unravel the complications of the Bevill exclusion regulations. EnviroGroup prepared a RCRA guide for the Lead Industry Association, to help users and recyclers of lead products stay in compliance.

SPCC Permits, Multiple Aggregate Facilities
 
EnviroGroup prepared and provided engineering certification for Spill Prevention, Control, and Countermeasure (SPCC) plans at more than 100 aggregate, concrete ready-mix, and asphalt batching facilities in Colorado, Wyoming, New Mexico, Kansas, and Missouri. Our approach is one of understanding the unique characteristics and operational constraints of the individual facility and discussing regulatory requirements with the plant operator to jointly select proposed modifications, if any are needed, that are practical for the individual facility.
 
Storm Water Permits, Multiple Industrial Facilities
 
EnviroGroup helped the corporate staff of an international industrial client meet storm water permitting requirements at nearly 50 facilities across the US. We first determined which facilities were potentially subject to the requirements, eliminating facilities eligible for permit exemption and providing them with site-specific strategies to maintain the exemptions. We then worked with individual plant environmental managers to prepare permit applications (General Permits when available), the Storm Water Pollution Prevention Plans and, when necessary, storm water monitoring plans.
 
Title V Permit, Metals Processing Facility, CO
 
EnviroGroup developed the Synthetic Minor Source permit application for the Asarco Globe Plant in Denver, Colorado. The project included developing an emission inventory of the facility, modeling of lead, cadmium and other minor metals, and developing emission factors for more than ten sources at the facility. The project also included integrating Clean Air Act requirements with site-specific emission limits placed on the facility by a Consent Decree.
 
Accidental Release Prevention Program, Industrial Facility, CA
 
EnviroGroup developed an accidental release prevention program, process safety management program, and Risk Management Plan for an industrial facility in California that manufactures chemicals for the electronics industry. We worked closely with the environmental and engineering managers to integrate new requirements into the procedures and structure existing under their ISO 9000 program. The new environmental manager commented that the program was very useable and was not "another plan that sits on the shelf."
 
Recycling Issues, Metal Processing Facility, PA
 
EnviroGroup conducted an evaluation of the recyclable material regulations to develop the proper regulatory classification of materials and associated permit requirements at a solder manufacturing facility under both RCRA and Pennsylvania Department of Environmental Resources rules. Materials evaluated included solder pastes and creams, solder powders, router dust, electrolytic slimes, zinc chloride dross, flue dusts from solder operations, solder dross, and scrap metals. Each material was evaluated to determine if it could be considered a co-product or by-product and if use of the material would constitute recycling, reclamation, or disposal under the regulations. Appropriate permit requirements were determined such as no permit, permit by rule, or need for a complete TSD permit (i.e., for disposal).
 
Bevill Issues, Mine and Mill Site, US
 
EnviroGroup reviewed the current status of the Bevill exclusion for mineral extraction and beneficiation facilities and addressed a number of client questions regarding the applicability of the exclusion to various by-products, facilities, and geographic areas. We reviewed all pertinent regulatory determinations, and discussed the issues with both regional and headquarters EPA staff, as well as key environmental managers in the mining industry. While many potential applications of the Bevill exclusion are precluded by clear EPA determinations, we found many areas that EPA indicated could receive positive determinations, if pursued.
 
Chemical Inventory and TRI Reporting, metals processing facility, TX
EnviroGroup prepared the Chemical Inventory (Tier II) and Toxic Release Inventory (Forms R and A) reports for a metals processing facility in Texas for a period of 9 years, until the facility closed. With our staff’s extensive background in metals processing, we were able to estimate emissions and releases where measurements were not available. Our services continued through changes of both plant staff and facility ownership, providing continuity and consistent reporting over time.
